This descriptive study utilized a qualitative method that incorporated a historical research approach and the in-depth interview process. The utilization of the historical approach provided an understanding of the history and development of the W.K. Kellogg Foundation, the American Association of Community Colleges, the American community college, and the collaboration and relationship of these three entities that created the Junior College Leadership Program. The in-depth interview process was conducted with a select group of Kellogg Fellows who served as primary sources having first-hand knowledge and involvement in the community college movement.(Wayne State University, 1960) The objectives were to be met by the following provisions: 1 . ... in the College of Education and two doctoral programs were designed and approved by the College of Education and Wayne State University.
