In 1975, the Congress est. a nat. child support enforce. (CSE) program to ensure that noncustodial parents financially support their children. The Social Security Act contains many provisions designed to help child support agencies collect support when noncustodial parents or their income and assets are hard to find, incl. driver's licenses and the use of Social Sec. numbers (SSNs) to apply for them.
