This document provides guidelines and recommendations on developing a systematic approach for managers of bridge maintenance. It also includes a summary synthesis on the state of the practice of bridge maintenance programs in the United States. The elements of cost-effective strategies for bridge maintenance are defined as: the identification of needs, the selection of strategies, the prioritization of strategies and the implementation of the maintenance program.
