Based on a 1995 charter for utility quality service program (QualServe), it was recognized that benchmarks were key to improved performance. This initial project identified 20 performance indicators, all which are defined and discuses in this text. Broad categories are: Organization Development, Customer Relations, Business Operations, Water Operations and Wastewater Operations.
