On a broader level, individual accounts proposals would fundamentally change Social Security in ways that are not directly related to permitting stock investment. Some proposals would substantially reduce the role of Social Security in helping ensure adequate income, sharing a variety of risks, and redistributing income. Other proposals would do so to a somewhat lesser degree. Finally, although stock investing could delay the trust fund's exhaustion, it cannot fix Social Security by itself.
