The techniques covered in this dissertation include: Fuzzy Analytic Hierarchy Process (Fuzzy AHP), Order Weight Average (OWA), and Multiple Choice Knapsack Problem (MCKP). These techniques play different roles in different steps of the analytic-deliberative framework. Fuzzy AHP is used to collect the relative weights for project criteria, OWA is used to synthesize weights and produce the weighted project scores, and MCKP is used to build the mathematical model of transportation programming and to seek the solution. At the end of this dissertation, the challenges caused by public participant transportation programming and the directions for improving some techniques are discussed.The direct cost is the average of operating costs across all vehicle types.
