The report first looks at the 2004 revised foot pursuit policy. It is felt that the policy lacks clarity in key areas and stops short of bright line distinctions that inform a deputy sheriff what is acceptable and what will not be tolerated. The next section looks at risk management and how the LASD is controlling its activities with an eye to eliminating police misconduct and litigation.
