The Soils a Aggregates Section has developed a new program for analyzing the data from soil a aggregate tests and rating the testing performance of the laboratories contracted to perform the tests. The new program, which replaces an earlier DOS-based FORTRAN program, runs in the Windows 2000 environment and is based on established statistical criteria for rejecting outlier observations. This manual explains the statistical techniques used in developing the program and provides an operational guide to the use of the software, called SASTP. It includes information on test results input for each laboratory, data analysis, ratings determination, and output options.
